Mind the Gap: Personalised and Job Market-Aligned Training for Future-Ready Workforce

As part of the DS4Skills project, this Luxembourg use case brings together leading national actors to prepare the workforce for future-ready careers through continuous upskilling and smart, data-driven tools. 

Overview of the Use Case

As part of the common European data space for skills, LIST is proud to join forces with key national partners ADEM, INFPC, CNFPC, and DLH to foster continuous upskilling and prepare Luxembourg’s workforce for future-ready careers.

Addressing the skills gap in a changing world

We stand at a pivotal moment in the evolution of the global workforce. Automation, AI, and rapid digital transformation are reshaping not only how we work—but what we work on, and why. Yet, in this moment of change lies a challenge: the widening gap between the skills people have, and the market needs. LIST as a key player in the field of AI and its local partners are driving a Luxembourg use case with the goal to demonstrate enhanced alignment between workforce skills and labour market requirements by delivering customised learning pathways that foster continuous upskilling and future-ready career development.

Supporting key stakeholders

This use case serves as a dual-support tool for both employment counsellors and training providers: 

  • Employment counsellors can identify skill gaps in candidates’ profiles and recommend targeted training programmes, helping individuals better qualify for specific roles. 
  • Training providers can analyse industry-wide job postings to detect emerging skill needs and adapt their offerings accordingly to address those gaps. 

Planned activities and AI-driven solutions

LIST gathers the different key Luxembourg stakeholders on the European data space for skills. It allows to share different data sets such as résumés; job offers and training catalogues. LIST will thus analyse the different data sets and provide different AI driven services: 

  • A skills annotation service harnessing ESCO and generative AI to enable smarter skills-aligned annotations for the evolving market needs 
  • A skill gap analysis service that identifies critical ESCO skills absent from résumés for target roles, and aligns trainings with market needs by detecting uncovered ESCO skills 
  • A recommendation system that ranks trainings by Relevance, Impact, or Market Fit for job seekers and generates Training Ideas Based on Unmet Skill Needs to training centres 

Expected results and long-term impact

The Luxembourg contribution to DS4Skills ultimately aims to improve the alignment between skills and job market requirements through personalized learning pathways.

Together, we’re building a data-driven ecosystem that empowers individuals, training providers, and employers with smarter tools for lifelong learning and workforce transformation.
