Transforming Digital Skills Across Europe 

In a world where digital change never slows down, how can individuals and organisations keep up? 

The answer lies in creating a trusted European Data Space for Skills – where data becomes the driver of lifelong learning, innovation, and opportunity. 

Today, information about what people can do, what employers need, and what education provides is fragmented across systems. It’s hard to access, hard to compare, and often out of sync with the fast-changing demands of Europe’s job market. 

DS4Skills addresses the gaps with practical, data-driven solutions. 

By building a trusted, shared European Data Space for Skills, the initiative enables skills-related information to flow securely, intelligently, and meaningfully across borders and sectors. This shared data space supports smarter decisions in education, employment, training, and innovation. 

This vision is being realised through eight high-impact use cases, each designed to tackle real challenges in industries, public services, and education. Together, they demonstrate the power of connected skills data to create real-world impact for: 

  • Individuals navigating career transitions or seeking lifelong learning 
  • Employers addressing talent gaps and evolving job roles 
  • Education and training providers adapting to market needs 
  • Public authorities planning and supporting upskilling efforts 
  • Researchers and innovators working to future-proof Europe’s digital economy 

Why DS4Skills matters?

Europe’s digital transformation depends on more than innovation, it relies on people having the right skills at the right time, supported by systems that truly work for them. 

DS4Skills brings data, people, and opportunity together to build a smarter, more agile, and inclusive approach to developing digital skills, one that respects privacy and gives individuals control. 

This is happening now, with real data, real partners, and real results. Because when skills, data, and opportunity connect, everyone moves forward. 

What outcomes are we working towards?

While results are not yet available and are not expected until the second year of the project, the use cases are currently under development and are designed to generate valuable outcomes.  

These include analytical insights, such as identifying skills gaps and aligning education with labour market needs. Operational improvements are also anticipated, including personalised recommendations and better interoperability between education and employment systems. On a strategic level, the project supports evidence-based policymaking, the development of common standards, and stronger collaboration between stakeholders.  

Finally, DS4Skills is expected to deliver innovation and trust outcomes by validating the data governance model, enabling cross-sector cooperation, and fostering new digital services such as talent-matching platforms.
